Graphics card running at 8x 4.0 not 16x 4.0

Well.. the 3050 is only PCIe 8x.. so nothing wrong..

Even on a rtx 4090 the difference between x8 and x16 4.0's is only 3% and that card is far from a 4090 in needs.

Then any idea why I've lost 100 ish frames in valorant after upgrading cpu and ram nothing is thermal throttling Temps sit at about 55°c after extended gaming sessions

If you previously had a video card with a x16 bus width, I have to assume that this video card was a downgrade.

Same graphics card cpu went from i5 10 somthing to i7 11700 and I went from 16gb of ram to 32gb

Well, then the PCI-E bus width was always 8x. Why is it slower? It could be anything else. You haven't given us much to go on.
More memory can be slower. New CPUs can be slower. You haven't told us enough about either to know. Or it could be almost anything else you haven't thought of.

You said you replaced the CPU and memory, but for both items, you didn't say the full model number or specs of one vs the other. I would start there.
Which memory did you have before? Which memory now? Speed? Timings? Is it running at rated voltage, speed, and timings? Are they all matched sets running in the slots the motherboard recommends?
Which CPU did you have before? Is the current one running as it should?
In general, more memory is slower than less memory. It is only faster if it is better or needed.

Are you mixing RAM kits? Don't do that if you are.
What all did you upgrade about your setup?
Not mixing just running the new crucial in dual channel and all I changed was the quoted ram and cpu

Did you plug your monitor back in to your GPU? And not the motherboard iGPU.

8 or 16x wont matter.
you can run most cards at 8x and get a little bit better perf from less headroom,
as many reviews/tests have show.

myself have seen it on mine using oced 2080S (16x 3.0 vs 8x 4.0 now),
and on the ti of a friend (no space to use the first 16x slot).

Check your cpu clocks, the 11700f has a base clock of 2.5ghz, and a tdp of 65watts.
Your old cpu had less cores, but has more efficient and has a tdp of 95watts, with a base clock of 4.1ghz.
Performancewise it is a downgrade.

I was wondering the same thing, why the OP is asking why the card isn't running at x16 for a RTX 3050 when the 3050 only runs at x8.

The GPUZ pic shows the card is operating on "PCIe 16 4.0 @ x8". That is exactly how that card is supposed to run.

that is just Intel marketing - it should hold 2.5GHz with 65Watt cooler but it boosts to 4.9 and pulls up to 200Watt, just slightly less powerful than K/KF version (if it's not limited to that said TDP in BIOS)
OP could benchmark the CPU in cpu-z or passmark performancetest just to be sure the CPU is running as it should

What other info would be help full for troubleshooting? For the 8x I was going off gpuz

Yes, lots of low-mid-end cards are that now. If the cards are PCI-E 4.0, then there will be only 8 lanes.

Nothing's wrong, as many others mentioned in the thread, your low-end GPU doesn't support a x16 link. Don't worry. You aren't losing any performance. However, you may be interested in eventually purchasing a more powerful graphics card in the future. 11700 + 32 GB RAM can definitely use a better card like an RTX 4070/4070 Super or Radeon RX 7900 GRE well. Wouldn't go above those, though.
